Positive
The title is registered, unencumbered and held in the developer’s own name. This is the single most important finding and it is clean. Two of the developer’s previous projects were inspected by us and both were completed to the standard advertised.
Requires attention
Construction is materially behind what was advertised. The seller described the unit as 70% complete; our inspection on day 6 put it closer to 55%. This is not evidence of bad faith, because rainy season delays are common, but it does mean the completion date you have been given is unlikely to hold.

Amended planning drawings for the upper floors had not been approved at the date of inspection. The developer states approval is expected. We would want that confirmed in writing before any payment attributable to those floors is released.
Raised with the seller
The draft sale agreement provided contains no provision for what happens if the build is not completed. We have asked for a completion longstop date and a remedy clause to be added. We would not advise signing the agreement in its current form.

Recommendation
Our recommendation is to proceed, subject to three conditions being met in writing before further payment.
One: a revised completion date agreed in writing, reflecting the actual construction stage rather than the advertised one.
Two: a longstop date and remedy clause added to the sale agreement, so there is a defined outcome if the build overruns.
Three: confirmation of approved amended drawings for the upper floors before any payment attributable to those floors is released.
The fundamentals here are sound. The title is clean, the developer has a real track record, and the site is what it was described to be. The issues are contractual, and all three are fixable before you commit further money.

Proceed, proceed with conditions, or do not proceed, with the reasons stated so you can show anyone who disagrees.
About this specimen
This is an illustrative document. The structure, the categories of check and the level of detail reflect a real report, but the property does not exist and no identifying information belongs to any actual client or developer.
Every property is different. The checks that matter on a registered apartment are not the checks that matter on unregistered land, and the report reflects that.
